About
Arnel Cosey, Ph.D. serves as Chief Executive Officer of Clover, where she leads the organization's mission to help individuals and families achieve greater independence, economic security, and well-being. She is the first African American and first person of color to serve as CEO in the organization's history.
Prior to her appointment as CEO, Dr. Cosey served as Clover's Strategy & Impact Officer, leading agency-wide strategy, performance, and cross-functional initiatives to strengthen the organization's Whole Family framework. She played a key role in expanding strategic partnerships, advancing outcome measurement and reporting, securing resources to support families' economic mobility, and fostering an inclusive workplace culture. She also provided executive oversight for several core service areas, including Adult Day Care, Resident Engagement, Workforce Development, and Youth Services.
Before joining Clover's executive leadership team, Dr. Cosey served on the organization's Board of Directors and spent more than 25 years at Delgado Community College, where she held several leadership positions, including Vice Chancellor of Student Affairs and Executive Dean of the City Park Campus.
Dr. Cosey earned a Bachelor of Arts in Mass Communications and a Master of Arts in Guidance and Counseling from Xavier University of Louisiana. She received her Executive Doctor of Philosophy in Urban Higher Education from Jackson State University. An active civic leader, she serves on the boards of organizations including the Urban League of Louisiana and Bricolage Academy. Her numerous honors include the Louisiana Community and Technical College System Outstanding Staff of the Year Award, the Chancellor's Innovation and Excellence Award, CityBusiness Women of the Year, and CityBusiness One to Watch in Education.
