Leslie Ricard Chambers, J.D. serves as Chief of Staff and Executive Counsel for the Louisiana Housing Corporation, where she provides executive leadership and legal counsel in support of the agency's mission to expand access to safe, affordable housing and strengthen communities across Louisiana.

An accomplished attorney and public servant, Leslie brings more than 15 years of experience in government, law, and public administration. Before joining the Louisiana Housing Corporation in 2024, she served as Assistant Chief Administrative Officer in the Office of Baton Rouge Mayor-President Sharon Weston Broome, where she helped oversee strategic initiatives and municipal operations. She previously served as Deputy Executive Counsel to Governor John Bel Edwards, providing legal and policy guidance on a wide range of state issues. Earlier in her career, Leslie spent nearly a decade as an Assistant District Attorney for East Baton Rouge Parish, prosecuting criminal cases, and also owned and operated the Ricard Law Firm, LLC.

Leslie earned her bachelor's degree from Southern University and A&M College and her Juris Doctor from the Southern University Law Center. Throughout her career, she has been committed to public service, effective governance, and advancing policies that improve the quality of life for Louisiana families. Her leadership is rooted in collaboration, integrity, and a dedication to creating lasting opportunities for communities across the state.
